In Support of the Struggle of London Underground Workers against Job Cuts and Structural Adjustment

To our brothers and sisters in the London subway,

The Korean Federation of Public Services and Transportation Workers’ Unions (KPTU) and our affiliates in the KPTU Rail-Subway Council fully support your struggle to stop the closure of ticket offices, reduction of station jobs and overall restructuring in the London Underground.

Subway station workers carry out functions that are essential to safety and maintaining the subway as a quality public service. Workers who have been employed in these jobs deserve to be treated with dignity, not reshuffled or caste aside as the LU and TfL’s plan calls for.

Around the world, public transport workers’ conditions and labor rights are under attack. Like you, Korean subway and railway workers have for years fought against restructuring and worsening conditions, which have a direct impact on service quality. For these actions we have faced severe labor repression including criminal charges, imprisonment and dismissals.

While labor repression does not take the same form in the UK, we know it take greats courage to mobilize for and take strike action. We are greatly inspired by your willingness to make this stand in the face of injustice.

Brothers and sisters, the KPTU and our subway and railway members stand in solidarity with you and will fight with you to the end. We are confident that with determination and unity you will be victorious in your struggle.

런던 지하철 노동자 파업

배경

지난 11월에 런던교통청(TfL)와 런런지하철공사(LU)는 지하철 영사의 260여 개 매표소 모두 폐쇄하고 2015년까지 희망퇴직 등으로 750여 일자리를 감축할 계획을 발표하였다. 매표소 폐쇄 계획은 런던시의 광범위한 지하철 구조조정 계획의 첫 단계이다. 이 계획에 따라 지하철 예산이 2013~4년 회계연도에 330만 파운드, 2014~5년 회계연도 추가적으로 450만 파운드로 삭감되고 역사 업무가 완전히 개편된다. 스테이션 매니저(station supervisor). 관제실 보조원(control room assistant) 등 안전에 중요한 일부 직종이 아례 철폐되고 관련 노동자는 재취업하여 재배치되거나 희망퇴직을 선택해야 한다. 전체적으로 1000여 역무 일자리가 감축될 전망이다. 이와 더불어 차량유지보수, 기술, 운영 분야에서 숙련일자리가 자동화로 점진적으로 대체된다.

이에 대해 영국철도항만운수노조(RMT)와 운수사무직노조(TSSA)는 2월 4~5일, 2월 11~12일 2차례의 48시간 파업을 선포하고 시민사회단체와 구조조정 저지 투쟁을 벌이고 있다.

연대성명 <런던지하철 노동자의 일자리 감축과 구조조정 저지 투쟁에 연대를 보냅니다>

런던 지하철 동지여러분,

전국공공운수사회서비스노동조합·연맹(공공운수노조·연맹)과 공공운수노조·연맹 철도지하철협의회 가맹조직들은 매표소 폐쇄, 역사 일자리 감축 및 지하철 구조조정을 저지하기 위한 동지들의 투쟁을 전적으로 지지합니다. 

지하철 역사 노동자는 지하철 안전과 공공성에 필수적인 역할을 담당합니다. 이 중요한 업무에 종사하는 노동자에게 인간다운 처우가 보장되어야 합니다. 그러나 린던지하철공사와 교통청이 구조개편 계획을 발표하여 그들을 쫓아내거나 재배치를 하려고 한다.   

전 세계적으로 공공교통노동자의 노동조적이 악화되고 노동탄압에 시달리고 있습니다. 동지들과 마찬가지로 한국 지하철과 철도노동자는 수년 동안 공공성을 지키기 위해서 구조조정과 노동조간 악화에 맞서 투쟁해 왔습니다. 정당한 투쟁에 나선 이유로 고소고발, 구속, 해고를 비롯한 심각한 노동탄압을 당하고 있습니다. 

영국에 한국과 똑같은 형태의 노동탄압이 없더라고 파업에 나서기 위해 많은 준비와 용기가 필요합니다. 부당한 구조조정 정책에 맞서 파업을 선포한 것에 많은 영감을 받았습니다. 

동지들, 공공운수노조·연맹과 우리 지하철, 철도동지들의 투쟁에 연대하고 끝까지 함께 하겠습니다. 흔들리지 않고 몽치면 반드시 승리하실 거라고 확신합니다.
